To get a Malaysia student visa from Pakistan, you first need an offer letter from a Malaysian university or college that is approved to take international students. You or your institution then submit a Student Pass application to Education Malaysia Global Services (EMGS), and once immigration approves it you receive an eVAL (electronic Visa Approval Letter). As a Pakistani citizen, you also need a Single Entry Visa before you fly, and your Student Pass is completed after you arrive in Malaysia.

Step-by-step: Malaysia student visa from Pakistan

  1. Choose a recognised institution. Only institutions approved to take international students can support a Student Pass. Check the list on the official Education Malaysia (EMGS) website before you pay any tuition.
  2. Apply and get your offer letter. Check that your name, passport number, course and intake date are correct.
  3. Submit your Student Pass application. Your institution usually uploads your file to EMGS, or you can apply yourself on the EMGS website if your institution allows it. Scans must be clear, in colour and complete.
  4. Pay the EMGS processing fee. This is paid through your institution or the EMGS system. Check the current fee on the Education Malaysia website, because it can change.
  5. Fill in the health declaration. EMGS asks for a Health Declaration Form with your application. If your institution also asks for a medical report from Pakistan, follow its exact instructions.
  6. Track your application. You can follow its progress on the official Education Malaysia website (or EMGS's official app, if your institution recommends it). If EMGS asks for more documents, reply quickly.
  7. Download your eVAL once it is issued. Note the date by which you must enter Malaysia.
  8. Apply for your Single Entry Visa. Depending on current rules, Pakistani students may be able to apply for the SEV online through Malaysia's official eVISA portal, or may be told to apply at the High Commission of Malaysia in Islamabad. Check the eVISA portal and your institution's instructions to confirm.
  9. Fill in the Malaysia Digital Arrival Card (MDAC) shortly before you travel, using only the official Immigration Department MDAC page. Avoid look-alike websites.
  10. Fly to Malaysia with your passport, eVAL, SEV and offer letter. Tell your institution your arrival details, as many arrange airport support.
  11. Finish the process after arrival. You must do a post-arrival medical screening at an EMGS-registered clinic within a short deadline. Your institution then sends your passport for the Student Pass endorsement.

Documents checklist

Each institution sends its own list, and EMGS may ask for more. In most cases Pakistani students need:

  • Passport with enough validity for your course (your institution will tell you the minimum). Scan your passport exactly as your institution and EMGS ask, in colour. This often means every page, including blank ones.
  • Passport-size photo with a white background, in the EMGS format
  • Offer letter from your Malaysian institution
  • Matric and FSc certificates and transcripts, or O/A-level results, for a foundation or bachelor's programme
  • Bachelor's degree and transcripts for a master's; degree, transcripts and research proposal for a PhD if required
  • English test result (such as IELTS or TOEFL) if your institution requires it
  • Health Declaration Form
  • Medical insurance that meets EMGS rules (many institutions arrange this for you)
  • Any other forms or declarations your institution asks you to sign

If your institution asks for attested copies of your Pakistani certificates (IBCC for school certificates, HEC for degrees), start early, because attestation takes time.

Some institutions also ask for proof of funds or a sponsor letter before they issue an offer. We cannot quote a fixed bank balance, because it depends on the institution and course. Ask your institution and check official guidance before you apply.

Is IELTS required for Malaysia?

IELTS is not an immigration rule for the Student Pass, but many universities ask for it, or for another English test, as part of admission. Some accept proof that your earlier education was in English. Others offer an English or foundation programme if your score is lower. Check the requirement on your offer letter.

Can you work while studying in Malaysia?

Part-time work for international students is restricted. In most cases it is only allowed during semester breaks or holidays, for limited hours, in certain types of jobs, and with prior approval from the Immigration Department through your institution. Do not plan to pay your fees from part-time work. Ask your institution's international office for the current rules.

Why do Malaysian student applications get delayed?

  • Blurry or incomplete scans of the passport and certificates
  • A photo that does not meet the EMGS format
  • Different spellings of your name on different documents
  • Passport validity that is too short for the course
  • Late replies when EMGS asks for more information
  • Booking flights before the eVAL and SEV are issued

Also be careful with "education agents" who promise a visa in return for a large payment. Malaysia's student process runs through your institution, EMGS and the Immigration Department. Nobody outside that system can approve your Student Pass.

Applying from Islamabad or Rawalpindi

Most of the Student Pass process is online, so you can do it from home in Islamabad or Rawalpindi. The main step that may need you in person is the Single Entry Visa, if you are told to apply at the High Commission in Islamabad instead of online. Document attestation, if needed, may also mean visits to the relevant offices. Keep printed and digital copies of every document, including your eVAL.
