FIA offloading: the documents to carry on a visit visa

FIA's FAQ (fia.gov.pk/faq) lists a valid passport, a return ticket, a confirmed hotel booking with advance payment, enough money for the trip (a credit card also counts) and a 'sound profile'. FIA doesn't explain what a sound profile is, so be ready for questions about your job, your past travel and why you're going. Dawn reported in December 2025 that FIA told a National Assembly committee that about 51,000 of the roughly 66,000 passengers offloaded that year were stopped for insufficient or unverified documents.

• Passport, valid for the whole trip, plus old passports that show past travel.
• Your visa: the sticker in your passport, or a printout of your e-Visa or approval email.
• Return ticket, printed. A one-way ticket on a visit visa invites questions.
• Where you'll stay: a confirmed, paid hotel booking for every night. Staying with family? FIA's list doesn't cover this, so carry your host's invitation letter, full address and phone number, and ask FIA's pre-departure desk before you fly.
• Money for the trip: a card that works abroad and a recent bank statement.
• Proof of purpose, such as an invitation letter from your family or a conference registration. It isn't on FIA's list, but it answers "why are you going?" on one page.

Expect simple questions: where you're going and why, where you'll stay, when you'll come back and what you do in Pakistan. Give short, true answers that match your visa application.

What changed in 2026: FIA's new order and the court rulings

We couldn't find the standing order's text on FIA's website, so we report it as the news did. The court rulings are also described here from news reports.

• FIA standing order No. 07/2026, reported on 12 October 2026. Reports say (ProPakistani, Pakistan Observer, Daily Times) that this new order for FIA counters at airports, seaports and dry ports replaces one from 2005. Officers can no longer offload a passenger on verbal instructions alone: each decision needs a written order and a record in the Integrated Border Management System (IBMS).
• May 2026, Lahore High Court. Reports say (Profit, ProPakistani, The Express Tribune) the court ruled that officers must record detailed reasons before offloading anyone, log the questions and answers, and give the passenger a copy of the offloading order or proforma. This ruling applies in Punjab; at other airports, including Islamabad, the basis is FIA's new standing order, as reported.
• September 2026, Islamabad High Court. ARY News reported that the court criticised FIA for stopping a passenger bound for Malaysia without a valid reason, and stressed that reasons must be recorded.

What hasn't changed: FIA can still stop a passenger whose documents are incomplete or whose story doesn't add up.

Documents to carry for each destination

Carry these on top of the list above. Malaysia and Thailand also need an arrival card filled in online before you land.

Both arrival cards are free on the official sites. A website that charges for them isn't official.

Mistakes that get visit-visa travellers stopped

We look for these first when we check a traveller's documents.

• Bookings cancelled after the visa came. If the officer asks about your return flight or hotel, the booking on your phone should still be real.
• A different story at the counter. If your visa application said family visit, don't say "business meeting" because it sounds better.
• A UK eVisa linked to your old passport. Renewed your passport after applying? Sort it out on GOV.UK before the trip, not at the airport.
• A file you can't explain. Reports quote FIA's chief saying passengers who use agents and carry incomplete or incorrect information get extra scrutiny. Know what every document in your file says.
• Everything on one phone. Batteries die and airport Wi-Fi is slow. Keep printouts in one folder in your hand luggage.

If you're stopped at the FIA counter

1. Stay calm and polite. Don't argue or start filming: reports this year described a passenger who tried to film the officers, got into an argument and ended up facing a police case.
2. Answer truthfully, and the same way each time.
3. Show the document that answers the question: the return ticket, the booking, the invitation letter.
4. If you're offloaded anyway, ask for the reason in writing and a copy of the offloading order. Reports say the Lahore High Court ruled in May 2026 that passengers must get one (that ruling covers Punjab), and FIA's new standing order requires a written order at every airport. Note the date, flight and counter.
5. Before you try again, fix whatever the order says was missing.

Better still, ask before you fly. Dawn reported in January 2026 that FIA opened pre-departure facilitation desks in 11 zonal offices, reachable in person, by helpline and by email.

Can anyone promise you won't be offloaded?

No. FIA officers decide at the counter, just as the embassy decides on your visa. No one, including IVS, can promise you won't be offloaded, and an agent who says otherwise is selling something they can't deliver. A true, complete and consistent file gives the officer fewer reasons to doubt you.
