What is a PAL, and do you need one?

A Provincial or Territorial Attestation Letter (PAL/TAL) confirms that your province has a place for you under Canada's study permit limits. Most new students applying from outside Canada need one. In most cases, you must accept your offer and pay some or all of your tuition before the school can issue it. If you apply without a required PAL, IRCC will usually return your application.

Some groups are exempt. Under current IRCC rules, students in a master's or PhD degree programme at a public institution do not need one. Students in bachelor's, diploma or postgraduate certificate programmes, and anyone at a private institution, usually still need one. If you will study in Quebec, your Quebec Acceptance Certificate (CAQ) works as the attestation letter. Check your case on the official IRCC "get the right documents" page.

Canada study permit documents checklist

When you answer the questions in your IRCC account, it creates a personal document checklist. Upload exactly what it asks for. Most Pakistani students need:

  • A valid passport.
  • Letter of acceptance from your DLI.
  • PAL/TAL (or CAQ for Quebec), unless you are exempt.
  • Proof of funds, such as a GIC from a participating Canadian bank, bank statements, a sponsor's income proof, an education loan letter or a scholarship letter.
  • Tuition fee receipt, if you have paid.
  • A study plan (letter of explanation).
  • Academic documents (Matric, FSc or A-levels, degree and transcripts) and your English test result (IELTS, PTE or another test your school accepted).
  • A digital photo that meets IRCC rules.
  • Proof of your medical exam, if you did it upfront.
  • Proof of relationship (such as a NADRA FRC) if parents are sponsoring you.

IRCC checks your letter of acceptance directly with your school. Never use a fake or edited letter, bank statement or degree. False documents can lead to a refusal and a ban on future Canadian applications.

How much money do you need?

You must show your first-year tuition, plus IRCC's minimum amount for living costs, plus travel costs. IRCC has raised the living-cost amount in recent years and may change it again, so check the current figure on canada.ca before you prepare your file.

  • Show where the money came from: salary, business income, property sale or savings over time.
  • Avoid large, sudden deposits that you cannot explain with documents.
  • If parents or relatives sponsor you, include their income and tax documents and a sponsor letter.
  • Paying part or all of your first-year tuition and showing the receipt makes your financial picture clearer.

How to apply for a Canada study permit from Pakistan: step by step

  1. Get admission. Accept your offer from a DLI and pay the deposit your school asks for.
  2. Get your PAL/TAL. Your school requests it from the province. Check that your name and details are correct.
  3. Prepare your funds. Arrange your GIC, statements or sponsor documents.
  4. Write your study plan. Explain why this programme, why this school, why Canada, how it links to your past studies, and your plans in Pakistan after you finish.
  5. Do your medical exam. Students from Pakistan who will stay in Canada for more than six months usually need an immigration medical exam by an IRCC panel physician. You can do it upfront or wait for IRCC's instructions.
  6. Apply online. Fill in the forms in your IRCC account, upload your documents and pay the application and biometrics fees (check current fees on the IRCC study permit "how to apply" page).
  7. Give biometrics. After you get your biometric instruction letter, book an appointment at a Canada visa application centre (VAC) in Pakistan. IVS is independent and not linked to VFS Global or IRCC. See our Canada biometrics appointment guide.
  8. Passport request. If approved, IRCC asks for your passport to place a visa in it, and sends a port of entry letter of introduction.
  9. Travel. Show your letter of introduction at the Canadian border. The officer issues your actual study permit there.

How long does it take?

IRCC processing times change often and depend on the season. Check the current time on canada.ca, and apply as soon as your PAL and documents are ready.

Give your biometrics quickly. IRCC cannot finish your application until you give biometrics, so book your appointment as soon as you get your biometric instruction letter. A late appointment delays your whole file. Apply well before your intake date, not at the last minute.

Why study permits get refused, and how to avoid it

  • Purpose of study not clear: for example, a master's degree holder applying for an unrelated diploma without a good reason.
  • Funds not convincing: not enough money, or no clear source.
  • Weak ties: the officer is not satisfied you will leave Canada at the end of your stay.
  • Missing PAL: the application is returned instead of being assessed.
  • Inconsistent details: dates, names or study history that do not match across forms and documents.
  • Study gap not explained: a gap after your last degree with no work letters or other proof of what you did.

If you are refused, read the reasons carefully. Fix the real problem before you reapply, because sending the same file again rarely changes the result.

Can you work or bring family?

Most full-time students in eligible post-secondary programmes can work off campus for a limited number of hours each week during study terms, if their permit allows it. Do not count on work income to pay your fees.
